I can confirm this issue, but isn't specific to gst-vaapi: decodebin3 fails to
do any decoder fallback at all. I'm mucking about with writing another generic
GStreamer video player, and getting it to work on just the hardware immediately
available to me involves demoting the bcmdec element and wrapping
vaapidecodebin in a custom bin that does hacky CPUID checks to try and guess
the correct caps to expose (although, I guess that's what you sign up for when
the docs explicitly say 'this is experimental/a preview' :)
