I can't make any sense of this, please attach a proper patch (see
attachements). My view on this is that we should:

1. Modify gst_h264_parse_handle_frame_packetized() to work with byte-stream too
2. Set packetized and split_packetize for byte-stream too
3. Drop the 1 fps latency when h264parse->in_align == GST_H264_PARSE_ALIGN_AU

Properties are just a bad idea, they won't work automatically.
