If we stick to the doc, then we must fix the jitter buffer to not use this
function before pushing buffers out as otherwise it may result in calling it
out of order. It also means that rtpsession can't use it. And then it's not
very useful anywhere.

I think instead it should allow going backwards by under MAXUINT32 and then it
will be useful and fix the documentation to explain that.
