I was investigating this issue on a production app. But now that we know the
root case I guess this can be reproduced by using rtx elements. Because
GstRtpRtxSend  works in SSRC-multiplexed mode. So either using some existings
tests in gst-plugins-good that use rtx elements. Or some existing tests in
gst-rtsp-server because it looks like it enable retransmisson but not sure if
this is by default or not.
