libs: encoder: h264: apply emulation prevention bytes

Applys EPB when providing codec data.
Otherwise produced h264 might be broken when decoder/parser,
considering EPB, starts processing.

I refered to libav and x264enc.
Tested on gstreamer and vlc.
I think it needs to double-check.
