Hi, guys we started developing a plugin for NVDEC we got it to work we decode
successfully and wanted to share what we have so far. 

It's our first plugin we are wiring so please don't judge if you see something
funny in the code lol

I'm not sure what it takes if or if this is ready to be posted as a plugin in
Gstreamer side for other developers to review and contribute to make it better
but if this is good enough to be part of Gstreamer we can take down our repo
and continue to contribute in Gstreamer's official repo.
