Yes, ResetEvent() changes nothing, and letting Windows automatically reset the
event on trigger also doesn't reset the event. I also can't find any code
anywhere that uses looped capture with events for notifications. Audacity and
VLC both poll for playback and capture.

On the other hand our WASAPI elements don't work for me at all, so someone
would need to spend time on those.
