Well, EBU R128 specifies how to measure the value, and so does ReplayGain. It
seems wrong to call something EBU R128 or ReplayGain if the algorithm used is
different. While the difference shouldn't matter much in practice, it just does
not seem right.

However elements can of course opt-in to handle both tags the same (+/- 5dB
offset).
