Committed, with a small change to take the timeout in milliseconds, with a
500ms accuracy. Reviewed by Tim.

    shout2send: use non-blocking I/O and a configurable network operations
timeout

    This allows timing out on network errors much earlier
    (currently it takes ~15min to timeout) and we can still
    unlock and change state in the meantime.
