dct8x8 is the tool which is available only in high profile. It is up to the
user to enable/disable the tools of a particular profile. But irrespective of
what tools enabled, encoder should use the profile requested through capsfilter
(except for the conditions like user request main profile but enabled dct8x8
which is not possible).
