Additionally it would be nice to have a
gst_device_monitor_get_device_with_id().

In WebKit the UI process needs to have a list of devices so the user can choose
which one to use but the Web process also needs to access devices, so we have
duplicate work unless we can run a single device monitor in the web process and
pass device IDs around using IPC.
