I think the short term answer is to merge the patch here and add a patch to
mp4mux & friends that return an error if the codec_data changes, ie returns
FALSE on the setcaps which should cause the pipeline to abort with a caps
negotiation error.. and possibly post a GstMessage of type error explaining
why.
