patch for libva 0.99.0

Hi,
I'm trying to compile GStreamer (with gst-build) with libva 2.0.

The current gst-build check if libva is greater then 0.30 and lower then 0.99.

I think the check should be != 0.99 (see my patch).

I have seen some work from gstreamer-vaapi handle in this way libva version.
