gst-plugins-base with both autotools and meson currently only check for
cdparanoia that has been abandoned and hasn't seen any release since 2008:

There is however a fork that is alive : libcdio-paranoia

- https://github.com/rocky/libcdio-paranoia

It would be awesome to update the build scripts to check for libcdio-paranoia
(either as an alternative to cdparanoia or to replace it).
