Baseparse/vc1parse should still forward the seek event in the context, so no,
it's not really the right behaviour. Though, this parser is not ranked, I don't
know the history, but I suppose a parser is not requires for VC1. I believe
this bug is not affecting much existing playback pipeline, but this looks
valid.
