I get the same error on Ubuntu 18.04 with gstreamer 1.14.1

$ uname -a
Linux bigp-ubu01 4.15.0-29-generic #31-Ubuntu SMP Tue Jul 17 15:39:52 UTC 2018
x86_64 x86_64 x86_64 GNU/Linux

$ dpkg -l | grep gstreamer | grep bad
ii  gstreamer1.0-plugins-bad:amd64        1.14.1-1ubuntu1~ubuntu18.04.1    
amd64        GStreamer plugins from the "bad" set

No srtpdec pipelines work on this platform. All generate the same errors as
above.
