Pushed the patches.

Few of the properties which are currently available (not all of them are
introduced by the above patch series) is not making any sense for vp8 encoder
(eg: b-frame count).Some of the others have no clarity in msdk spec (eg:
slice-count), not sure whether it can be treated as "segment count" for vp8.
The vp8 encoder itself is not working for me. So until we have a msdk release
(working solution)which can support vp8/vp9 encode, the main focus should be
only to mpeg2/h264 and hevc.
