With latest git master, building gst-libav has proven to be impossible so far.
This is because the build fails with this error:

** No rule to make target 'libavcodec/x86/simple_idct.c', needed by
'libavcodec/x86/simple_idct.o'.  Stop.

I build GStreamer for the PC, on a Ubuntu 17.04 installation.
