$ gst-launch-1.0 videotestsrc num-buffers=100 ! msdkh264enc gop-size=30
b-frames=0 ! filesink location=test.h264

Check test.h264 and all frames are I and B frame. If set b-frames=2, then same
issue with https://bugzilla.gnome.org/show_bug.cgi?id=793869.
