In the latest Ubuntu 18.04 LTS Cerbero fails to build gstreamer-1.0, since
libxml2 looks for Python 2.7 developer headers, but only Python 3 developer
headers are installed during the bootstrap.

In the recipe, it looks like libxml2 is build without Python in all platforms
except Linux. Will send a patch for this.
