I think the answer is a "YES" - Thomas Daede is explaining that a Tile-Group
OBU is bascially the smallest entity to put in an Container / RTP Packet.

About AV1 bitstream - I think there starting point was VP9 but evolved into
something more granular (which is not unsimilar to H.264)
