I test in my real scenario. 
It is working but I need to put an h264parse before the decoder otherwise it
continues to fail to find the SPS/PPS. This time fails to find the latest
SPS/PPS before was always the same. 

I probably need to do more testing and better understanding what is happening.
(I tested backporting the patch to 1.14.0)
