1) As I see it we can't ever have it unconditional, that's just a no-go. If
someone downloads a tarball they should be able to compile it without network
access (without specifying extra options).

2) I would like to get rid of git submodules (esp. the common one), so this
would at best be a temporary solution. Also, this would probably (didn't check)
have the same probs as 1) if it's unconditional as I don't think meson will
dist the submodule (but didn't check, as I said).

3) that sounds iffy, why can't we put it underneath gst-libs/gst/gl/gl-headers
again?

4) I think making it optional is best. We could hide it behind an option that's
off by default and has 'inherit: true' and then we can add the same option to
gst-build and default to true there. (I hope that works anyway). It needs to be
an opt-in IMHO.
