I am no RTP/RTCP expert, but to me nothing indicates that frames are out of
order. I can provoke it by running 

gst-launch-1.0 rtspsrc location='rtsp://<ip>/media/?video=0&audio=0&event=on'

which is some sort of test data generator as well
