qtmux: Use drop-frame flag for all /1001 framerates
Because the framerate for e.g. 30000/1001 is written as 30, and the
framerate for 24000/1001 is written as 24, so third-party software uses
the drop-frame flag to distinguish between 29.97 and 30 fps, or 23.98
and 24 fps.
