No.  Khronos is/has adopted dmSDK, from SGI.  I've looked at that API, and
confirmed that it's just like DirectShow and others: there's a needless
distinction between types of objects in the pipeline that keeps them from
doing arbitrary pipelines.  source, decoder, effect encoder, sink.  You
can do most simple media-player stuff with that, but not much more.
