Summary: more deb bugs

Initial Comment:
* plugins should depend on libgst0 (not all of them do)

* if gstreamer-runtime is removed, the postinst/postrm
scripts still call -register and -compprep, giving an
error. solution: have plugins depend on gstreamer-runtime
