Summary: gsm.h not found where configure thinks

Initial Comment:
Currently the configure script searches for gsm.h
in %{prefix]/include/gsm

It seems most of the available packages out there just
place it is %{prefix}/include so we should look there too.

As a workaround I will place gsm.h where gstreamer
currently searches in the RPM I am making for the 0.2.0
release.
