Summary: GStreamer system settings under apps

Initial Comment:
Arik, when you are implementing the setup system for
GStreamer could you implement parts of it as a GNOME
control center capplet. Things like audio output plugin
to use for instance would be andvantageous to put
there. That way all GNOME applications can use the same
set of settings for such things instead of every app
have to configure it by themselves.
