[gst-devel] RTP plugin

The latest CVS version on thge librtp sourceforge page is the one you
need.  I have to speak with the author and get him to get a release
version out.

Unfortunately I haven't been able to work on the plugins I have worked on
for some time, however I am now able to re-start my work on them now.

Currently there is only an rtpsend, I want to have an rtprecv done soon.
Also the rtpsend doesn't do flow control...so if the receiver can't cope
with the speed (and sends an rtcp packet telling it to slow down) the
sender will ignore it.  I want to fix that soon.
