One possibility would be to have a maintainer of all documentations.
His job would be to collect the information, store it and make it availible. 

By using a maintainer, it is clear who one should contact regarding
the documentation and it should produce a higher quality too. By
this I mean more organized and hopefully less duplication of the
work. I am not suggesting that this maintainer should _create_
the documentaion, just handle it and make it availible. Others should
write it, but this person would have more oversight in what areas needed
documentations, in what areas documentation _is being_ written and so on...

Also, he could remove things from the IRC-logs to make it easier to
use as documentation. Removing things not connected with GStreamer and such.

This is an idea right out of the blue, so no flaming please ;)
