[gst-devel] proposed api changes

hi folks,

i vote to standardize a lot of our function names. so,

gst_padtemplate_new     -> gst_pad_template_new
GST_PADTEMPLATE         -> GST_PAD_TEMPLATE
gst_elementfactory_make -> gst_element_factory_make

and the like. this is in keeping with the gtk convention,

FooStruct* <-> foo_struct_func () <-> FOO_STRUCT_CAST ()

i've just about got this changed in my local copy. i'm holding off on
committing for a day or so, to see if there are objections. are there
any?
