Summary: new build system breaks maintainer mode

Initial Comment:
this is really an automake bug, but the new build
system with as-version breaks maintainer mode. you can
verify this with ./autogen.sh; touch configure.ac; make
in gstreamer/. automake appears to be grepping
configure.ac for AM_INIT_AUTOMAKE. this either needs to
be patched upstream or worked around, or both.
