Summary: libxml2-dev absence not caught on config

Initial Comment:
If libxml-dev is installed, checks are passed in ./configure, however compilation failes due to 
libxml2-dev not being present.  ./configure should not successfully complete if xml-dev2 is absent.
Checks should be done for libxml2-dev and not libxml-dev.
