Summary: gst-register --gst-mask=0 has output

Initial Comment:
gst-register --gst-mask=0

prints this (along with some other plugin specific
loading spam):

INFO ( 1820:-1) setting INFO categories to 0x00020001

It should print nothing at all.  For distributions that
package many plugins this results in much extra
unneeded output to the console when gst-register (and
gst-compprep) are called repeatedly.  Both -register
and -compprep should be truely silent when requested.
