Summary: gst-core links against installed core

Initial Comment:
When building gstreamer core package it links against
an installed version of the core package if available.
The easy test to see this is installing gstreamer,
updating the .so micronumbers and then build new
packages of gstreamer. When installing the RPMS you
will then get a message saying that gstreamer.rpm
depends on libgst.so.(oldnumber)
