As in the subject, I'm hoping that no-one takes this as me - an external
application developer and core gnome component maintainer, trying to
force direction on gstreamer.

But, would it be possible for a new release of gst-plugins, so that
peope can get the wavenc without having to go to CVS for it? The reason
I'm asking is that the feature deadline for gnome 2.2 is next week and
I'd like to make a release of the new superduper gnome-sound-recorder
based on GStreamer, and would like to be able to say, "Get the newest
tarball of Gst-plugins" instead of directing people to CVS.

However, if you don't want to make a release so soon or anything, then I
can hardcode the wavenc in until there is a new release, so it's not a
big deal or anything.

PLEASE don't take this the wrong way.
