Hello,
  AFAIK, everything in your draft is correct, except
one:

>     - Leaving out of the scope of rtp plugin the
> streaming control ( RTCP ) , which should be

  If you look at the irc logs, you'll get to know that
we ruled this thing out and planed of having rtsp
plugins (probably bins which would contain rtp
plugins) as well.
