[gst-devel] move & rename rfc2250enc plugin

 Hi all , 

   Right now rfc2550enc plugin part of mpegstream is the rtp packetizer for MPEG 1 / 2 payload .

   rfc2038 RTP Payload Format for MPEG1/MPEG2 Video
   rfc2550 RTP Payload Format for MPEG1/MPEG2 Video

   So i guess isn't the best place to be in , i mean this plugin is to build mpeg1/2 rtp
   packets, then should be renamed and place or even copy into rtp dir, right ?

   In example could be named gstrtpmpeg12enc and it will need the parser as well ,
   gstrtpmpeg12parse ( almost all features needed are implemented already in mpegparse ).
