[gst-devel] docs build

Hi,

I spent some time on the API doc build to convert it to an xml
intermediary format, because gtk-doc 0.10 generates devhelp files
automatically.

In the process I also fixed a few bugs all over that makes the doc build
generate less warnings.

If nobody objects, I'll commit this to HEAD tomorrow, then go on to work
on doing the same for 0.6, because I *really* want to put out a release
that integrates well with devhelp 0.6.0, because devhelp is extremely
nice for GNOME/GTK/GLib/GStreamer application development.
