GstEventType = GST_EVENT_RENEGOTIATE (add it); the .caps in the GstEvent
struct is already there. Simply sent that and let videoscale handle it.
Also, remove the SIZE and RATE events, they're dups of this.

I really wish this could be done by capsnego only, but I don't know how
yet.
