CVS claims I need to update before I check in a fix for the problem. If
someone reverted that, this is going to get me a lot of conflicts and time
spent reapplying what was previously reverted.

And on a personal note people seem to think their work is not appreciated
if it is silently reverted.

As I said: If someone shows no willingness to or can't fix the bug right
now, revert it and announce that to the list, so it is known to anyone
why stuff was reverted.
If OTOH the person is actively resolving the problem let him do so.

Don't expect CVS to always work. We don't release straight from CVS for a
reason.
