[gst-devel] shouldnt GST_RANK_* values be an enum ?

while putting the explanation ronal has provided into the docs, I wondered where
we shouldn't make an enum out of the GST_RANK_* defines.

Apart from type checking this is easier to document, as an enum has *one*
general documentation (what the value is about) and seperate docs for the
specific values.
