The pipeline is dvdnavsrc -> mpegdemux -> mpeg2dec

dvdnavsrc knows that the data is just sent out represents a still_frame, but
it is mpeg2dec that sets the frame DURATION when it decodes the frame, so we
still need to send the info down to there somehow.
