[gst-devel] patch to support mpeg2dec version 0.4.0 in gst-plugins

Hi,

mpeg2dec 0.4.0 was released (http://libmpeg2.sourceforge.net) but
the gst-plugin doesn't compile succesfully. I had to apply the fix
below.

Please verify the fix and commit to cvs.
