Dunno if you got a response, but that code hasn't seen much love
recently. Together with the caps changes, I'd be surprised if it worked.
In any case it probably should be changed to use ds's resampling code,
since his code can handle interleaved (multi-channel) data.

Caveats aside, you will find sample code in the gst-plugins source tree,
as gst/speed/demo-mp3.c.
