[gst-devel] data protocol code

Attached is the code I've written for the data protocol.

It handles buffers, caps, and six of the events.  It should be
straightforward to implement the rest of the events, but I'm guessing
people will want me to change stuff anyway.

Feel free to comment.  I'd like to put this in the core, as a supporting
lib or in the core directly.
