[gst-devel] Speex plugins do not build.

The prefered location upstream has been speex/ subdir since Jul 14 this
year.  There is something else fishy with their autobuild however
causing packages to install it in /usr/include instead.  I'm working on
checking that and will get it fixed upstream.
