[gst-devel] docs and gtkdoc-1.4rc1

hi,

to push the docs a bit further, I've prepared (and filled to my best knowledget)
all signal docs in gstelement.c (which where zero before).
If would be nice if you can review and complete it.

And if one actually does it, there are more missing signal docs:
GstQueue::running
GstThread::shutdown
GstXML::object-loaded
