why this limitation ?

What does that mean ?

Where is point 9 in the code ?

that's a pretty strict limitation, which makes the use of the element
very limited.  Why is this ?

>   b. Blended movies are rendered onto SDL surface unconditionally.
>   c. The Scale-down factor is not configurable - value is fixed (4).
why that limitation ?
